Yes, it would - I only cut mine to slam it.
I guess if you still need it to be quite tall but can't insert it further than in the picture, then it's not the butting anyway. Probably either dirt in the steerer, or maybe the end of the stem has been flared by the bolt being tightened too much when it's not in use (kind of like a headset removal tool, if you see what I mean). In which case you might be able to squeeze it back with a cable tie or something?
But if you do want to slam it and the butting is in the way, butchering it works a treat : )
