I've had this with smaller headtubes, where the bottom of the stem hits the butting inside the steeerer. My soloution (that only works with a wedge-style quill stem) is:
Might just be dirt though, try that first!
Does this not then just mean the minimum insertion level is pushed up the stem, still not being met, rather than the problem actually being solved?
