Honest answer - no. Technology has improved over the past thirty years. I used an old racquet when I began to play again but soon changed it. eBay will give you some guide to the value of your old racquet. Restringing will not increase the value.
BUT - if you like the racquet and it works - restringing is an option. I would go for a robust Ashaway string. Technifibre strings are really good but I have found they break quite easily when I have used them - maybe 2 weeks of use.
Re. Forearm strength - I would suggest more practice and get your timing right as opposed to specific exercise. Have a look at the pros - very few have big forearms. It’s all in the timing.
Edit - it took me quite a while to get a racquet which worked for me. Technifibre Heritage is what I have ended up with along with a few much more expensive Technifibre racquets. It’s not the most expensive but it’s not cheap. I bought an X Speed which was brilliant but only in the sweet spot. I’m not accurate enough to use it properly and reverted to the Heritage. I have bought around 10 Heritage and swear by them as a good racquet for my standard. If I improve I will bring out the X Speed again.
