Wide base bar with fat handles looks great for a kilo, but unnecessary for an hour.

Maybe, but also limited by regulations. Pace my previous comment, a super narrow base bar would probably have to be a separate listed approved component, and that's a lot of work for something which is only specifically useful for that one long distance time trial
