Sit on it and then zip tie it?
I just tried this, the shock, with no pressure in it* is strong enough to overcome the latch on my zip-ties when at 30% sag.
*Ambient, so ~14.7 I suppose
this is normal, I'm assuming that it's part of the design in modern shocks, to partly pre pressurise the shock so they don't need pumping up to circa 300psi.
