Can't speak for other countries but Luxembourg used its spare AZ doses by allowing people to opt-in for AZ specifically. About 10-15% of the adult population who hadn't already been vaccinated signed up for a waiting list overnight. I got my first vaccine about 4-6 weeks ahead of schedule because of that. A lot of the surplus, however, was doses ordered but not expected to be used, not doses that were sitting in storage.

Link? Not heard that and a quick google didn't bring anything up. You'd think any spare capacity would end up in Europe right away. Although we also know that Europe is (was?) sitting on AZ doses. If Europe doesn't want them through the official channels they should be sent off Asap.
