Can’t remember where I heard that actually, I thought it was plausible because most under 40s I know who have been jabbed recently have had one of the others.

Can't speak for other countries but Luxembourg used its spare AZ doses by allowing people to opt-in for AZ specifically. About 10-15% of the adult population who hadn't already been vaccinated signed up for a waiting list overnight. I got my first vaccine about 4-6 weeks ahead of schedule because of that. A lot of the surplus, however, was doses ordered but not expected to be used, not doses that were sitting in storage.
