That seatstay/binder cluster is characteristic of the Supercorsa but proved a weak point over the years. It's bad news if it's overtightened and the bolt socket stripped. US enthusiast bulletin boards have many complaints about this.
'White-label' Cinelli frames, sold for LBS to brand with own name, are identical to the Supercorsa but for the deletion of this detail. My own is branded Gianfranco Ricci, Ravenna and even has the same paint finish as shown here, Ferrari Pearl Red.

I'm not an expert on the Supercorsa - but I do have one - and there have been lots of variants over the 40 odd years they've been making it, but for me it looks like the seat tube cluster, the rear dropouts, the BB shell are all wrong.
e.g.
