That is a bit iffy. I don't think ADSL 2+ in the UK can do 3Mbps upload so that suggests it is connected to a very bad line and a VDSL/FTTC service.
if its just as bad when we switch, is it open reach we would need to debug?
OpenReach would have to fix it but they will not talk to you directly, you will have to log a fault with your service provider (Vodafone).
Always check the voice line though. Getting a noisy line, eg a bad joint, fixed is easier and usually improves broadband speed too.
