Some people like their lockup/train station beater to look battered and undesirable, I think it'd take more than a Google street view search to prove that it isn't that.
Saying that, I don't know what the council use to determine when a bike (that's locked on a Sheffield stand etc) should be removed.
And I'm sure I've heard a few stories of councils removing bikes that people were still using.
