I suspected as much after I found some pictures of someone test fitting some 650b wheels. I wonder would it be an outrageous suggestion to consider further crimping the stays?
That being said I'd probably just end up running 700x40-ish anyway.
I like the idea of a Swiss Cross as being a more a bit more like a road bike with big tyres than a full blown gravel bike... I don't really need 37 bottle mounts in my life.

Think it has the same stays as my 2018 Outback. I have tried it, and they work, but it's not ideal. Clearance is tight around the chainstay with a 48mm tyre, BB is a bit low. Loads of room at the front though.
At a push you can fit a 700x42 so I don't think it's worth it for an extra few mms.
