Where was this taken? Looks the same on my road... there is old Navy submarine and rum bants on the WhatsApp groups, but also its a meter off the top our side and rain is easing...

That end of Elmfield seemed like the closest but there was a bigger gap on your side. I'd definitely consider that anti-poo valve though...
