Is it me or are they’re just doing tiers 4 to avoid saying National Lockdown again for another expected u-turn?

A national lockdown wouldn't be fair on the people of the Isles of Scilly.

We seem to have 5 tiers anyway. The bits of tier 4 with primary schools closed next week are higher.
