Thanks. I think travelling out of Germany and through Belgium and France is allowed as far as I can tell from reading the respective national guidance. As long as they don’t mix with people in Belgium or France, they also wouldn’t need to quarantine.

If you visit somewhere that is not exempt
You will need to self-isolate when you arrive in England if you visit somewhere that is not exempt in the 14 days before you arrive. Visiting includes making a transit stop.
