Talking of Seattle, how does a new franchise player up? Just free agents? Or do they get extra draft picks?

When Vegas joined, teams got to list a number of players that are protected, unprotected players could be selected to join the expansion team.
I think there was limits on how many can be drafted from 1 club (and limits on how many can be protected by a club)

I imagine it will be similar for Seattle
