To me the finishing and tapering on the lugs looks far more bespoke and not so modern, as Verbs says the cable guides generic, and band on shifters is quite old school too. I'd send that picture of the rear dropout to Reynolds and ask them if they could give you any clues, as this might just be me, but that's quite an old looking font. Nice frame!
