thats what i suspected about the Specialized as they were mostly road/race bikes with no mudguard add ons.
Yes, that is unusual, it came with Suntour accushift banded on and all it has is a circular nodule welded on to the underneath of the downtube presumably to allign the shifters but quite a specific addition

Bottom bracket cable guide could be a generic off the shelf one, so no clues there.
Probably not a Specialized Allez and they probably wouldn’t have rear rack mounts or mudguard eyelets.
It’s got no shifter bosses or cable guides on the downtube either, which is kind of unusual.
