£20-25 sounds like someone with a cordless drill having at your chainring kinda money.
To have it done properly it probably wants setting up on an indexing head, and the indexing head setting up in a couple of positions relative to the drill. I don’t think £25 would cover the set up never mind turning the drill on.
You’re best bet would be to find someone on here with that kind of kit that’ll do it because it interests them. I’m not sure who that’d be.
