Wiggle LifeLine tape has that gel backing you’ve described - but it doesn’t grip very well and slips around something chronic.
Edit: it’s only a thin band in the middle. I also used to have some tape where the whole backing was a grippy silicone. Don’t remember what it was and I’ve never seen it again 😕
