That's the diagram I've seen before. However, looking at it with fresh eyes I had a new idea. It turns out the seal is already in the hub - which should be evident from the photo I've attached. Confirmed by removing the seal from the hub and checking that both are the same.
So, mystery solved - I simply have a spare seal. Fitting it to either of my hubs means it is duplicated and thus the drag.

Maybe look at the freehub bodies at the bottom of the page to see if they look the same as your setup:
