Might it have something to do with the absent rebound adjustment knob??

Rebound is the bottom of the DS lower leg IIRC. The knob comes out if you give it a good pull, so yeah, it might be missing.

It won't affect the lock though.

You say it's a new bike - was it sitting around in a warehouse for 2-3 years?
