Pawlus didn't explain himself well, but some of what he said is true in some bits of Africa so important to prepare properly for wherever you are going.
I lived in Congo for a few years and had great fun cycling there. Highlight was meeting some cool guys going hunting with bows and arrows. Nearest miss was when a decent sized snake came within a few inches of striking my friend's ankle as we rode a dirt track. Luckily he swerved in time. We were pretty far from any medical help at the time and (depending on what snake it was) that could have been very serious.
I'd love to do a big tour in Africa and in my experience almost everyone you meet will be super friendly and interested in what you're doing. There are some great trip reports on bikepacking.com for more off road rides (which would be my choice).
