That all sounds a bit cumbersome (I know the feeling as I've been there).
I had success with Unetbootin and YUMI in the past.
It's actually pretty straighforward.You can ignore those Windows startup options if what you want is to install a fresh OS on the machine, the goal is for the USB thingy to boot straight from BIOS, before any Windows settings whatsoever are active.

Reformatted USB stick ntfs and enabled external drives in BIOS.
There's also an option in Windows 8 to 'change windows startup options' which mentions USB boot which I thought may have helped but it seems to boot from stick now even without using that option.
No idea if it will work on the PC I'm trying to fix but at least I know the thing boots.
