Would an empty bike box count as regular luggage? A few of my trips will be 'take empty box to london, pick up bike, take bike to Finland' and hope I wont get an airline insisting on charging me bike price for an empty box.
No. It's too big. I really confused a very nice Easyjet check-in girl at Basel with an empty bike box. I think that in the end she put it through as an oversized suitcase, but I still ended up having to pay something for it. By the time she decided what I should be charged I'd become something of a local celebrity, and everyone knew about the Englishman with the Big Empty Box on Wheels. My 15 seconds.

I think with all my travelling right now and my return to Finland I need to buy a bike box.
