What would happen if you used a 25mm seat post in a frame that is supposed to take a 27.2mm seat post?
With or without a shim? With a suitable shim, it's fine. Without, you'll never bend the tube far enough to hold it, so you'll end up with the saddle clamp resting on the seat lug and wobbling around.

With a shim nothing bad, without a shim nothing good.
