I've cycled the Dalmatian coast, inland Montenegro and north to south Albania. It was an amazing experience, especially because Albania is so different from it's surrounding countries. About road quality, it depends on your travel style. If you don't need to get from A to B quickly i would advice at least 32mm of gravel tyres and take some backroads. Most roads not marked as E- or SH- will be gravel or loose tarmac.
The highways and dual carriage ways are actually quite okay and have a wide shoulder, so it would be fine to ride with road tyres if you don't mind traffic. Do not look confused if you spot cart-pulling donkey travelling on the wrong side of the road and cars swerving around them at top speed though. things work differently here.
roads you should avoid: SH4 Fier-Lushnje-Durres. E762 Tirana-Shköder
routes you should definately consider: SH8 Sarande - Vlore (Lloggara pass), has a lot of campsites. SH75 Leskovik - Korce. SH38 Kruje - Burrel.
