if this is one of those 3kg frame sets I wouldnt be that fussed about rust.
I'd be inclined to chuck some Dinitrol Frame Saver on the inside and lacquer the outside. Just keep an eye on it. alternatively people use boiled linseed as a rust preventer, i understand it can be a bit messy and may need re applying at regular intervals
