Ask the seller for the frame and fork weight. If you like it, make an offer lower than the £55 they want? As they are collect only they won't be inundated with offers I'd imagine.
OTP steel frames even if built from seemingly nice tubesets can still be pretty porky: might just be the main tubes that are 'branded' steel and the rest is gas pipe stuff.
