Wanted: Steel Frame for Winter Duties - 54cm

So I need a nice steel frame to build my winter bike around. Ideally:

• 54cm (in trad. geo, probably a 52cm in modern)
  
• Calliper rim brake (probably need long drop)
  
• Space for 28c and mudguards
  
• Mudguard mounts
  
• Horizontalish top tube
  
• 1 1/8th (I have a nice carbon fork already) or with a decent clearance 1” fork, ideally carbon
  
• Sick 90s paint job or cheap enough to respray
  
  

Genesis make nice things, but they all seem to have sloping TTs. All City Mr Pink would be nice, but $$$.

I’ll pay good money for the right thing, but budget would be great.
