I was generally told to plan on the following cost split
1/4 frame
1/4 wheels
1/4 groupset
1/4 fork and finishing kit

I don't see why the cost of one element would dictate the cost of another?

It was just to give an approximate order of magnitude to help avoid putting Chris King headset and carbon wheels on a Create fixeh biek.
