I've got a Carradice Duxback cape, and find that I will get wet on my shoulders when using it; not quite sure if it's the fabric wetting through or just the fact that waxed cotton isn't very breathable. Still the best solution for commuting in the very wet IMO - I just make sure I wear wool under it. Should be fine on upright drop bars - depending on the length you might have to arrange it so as not to block a fork-crown-mounted light.
