Perhaps the fine should be a percentage of the cars worth then?

EDIT: You'd have to set a limit at the lower end or you'd get people in bangers parking like dicks.

That's already done in some places for speeding offences, e.g. in Finland.

14 days' wages is apparently a common fine.

Maybe a bit excessive, but the concept seems sensible to me.
