What boils my piss the most is that these people clearly aren't hurt by the fine aspect.
The car should be towed and should be unavailable for 24 to 48 hours as a punishment...

Yes, it's a general problem of the civil penalties system what to do about people so wealthy that fines which would hurt other people are nothing to them.

Perhaps the fine should be a percentage of the cars worth then?

EDIT: You'd have to set a limit at the lower end or you'd get people in bangers parking like dicks.
