You would usually ride these lo-pro frames with bullhorns, on which the riding position would be as in the drops with a normal frame. Having risers on it throws that through the window obviously. here's the set-up. The friend to whom this belongs is around 183 IIRC, which would be around the tallest i'd go with that TI frame.
