Chrome frame made by Rossino in 531. Not familiar with the builder other than being Belgian.
Seat tube - 58cm CTC

27.2mm seat tube (San Marco seat post included)
Chrome is in pretty okay condition. Some places worse than others, such as the top of the BB shell. Lovely in other places.
I love this frame and its a shame i have to sell it. All ways enjoyed riding it.
