Yes? An oddity I Know. I never found any information online about the frame or the builder? Neither did the original owner.

Cable guides on the BB shell of a steel track frame are quite normal. Road frames were a lot more common so had better quality shells than specific 'track' versions, also practically builders would have had more to hand.
