Excellent, thanks. Appropriate hubs- who knows. Novatech make their hubs with lots of different drillings. Also found these dirt cheap cup & cone hubs which are of course a gamble but thinking of ordering a pair anyway to check out.

Edit: they don't look like cup & cone in the pics and the description says both "cup & cone" and "sealed bearing".

Road hubs would be 130mm OLN. What's your frame? Many MTBs went to 135mm OLN even if they didn't have disc brake fittings.

Shimano XT are both cup and cone and sealed, probably better sealed than cartridge bearings 😀

Little wheels should be fine with fewer spokes, 28H on 559s is basically like 32H on 622s. My 24H Mavic Crossrocs were fine with well over 80kg riding on them. If you can find some appropriate hubs, go for it.
