Oh, must have missed that since I searched this thread for "28h" and read through it.
I'm going for low flange hubs on R 460 DB (that's for sure now :)), so 3x should be it then.
But isn't 2x a bit stronger for bumpy roads? Especially for the front wheel as it won't see any twisting between hub and rim.

It's a tiny bit stiffer axially, but you have no shortage of axial stiffness on a 28H front wheel anyway.
