No. There is a very small electrical charge coming down the telephone copper but its not even enough to give you a shock, and that's only if it's live (i.e. someone's still paying the bill).
I work for an ISP so if you ping me your address I can confirm it's a dead line if you like? This thread has helped me out enough, happy to pay it forward.

Does anyone know if I can cut an old phone line coming into my flat. Its not the connection we use. I've removed the box from the wall and traced it back to under some flooring. Can I just cut it and tape it up? Or is it a hazard (will I electrocute myself or someone else) at all.
