Worse comes to the worse you could use anything that will take the bolt through the middle of it and apply load to the top of the stem and whatnot. Then remove it when the stem bolts are tightened. Just be super careful with the stem bolt torque as there will be less bracing the steerer from the inside.

Just a tip for when it arrives, and so you don't have to wait for the answers here... if it just spins when you try and tighten it up, you'll need to tighten (before inserting it) it so it expands and takes a little push to get it in the steerer, it should work a dream then!
