It's normal for a bored or distressed dog. If they've left it outside and gone out, they might not know it's been barking all day. You could knock on the door or leave a note to let them know, they might thank you. When I got Herbie and first started leaving him for any length of time, I asked my next door neighbour to tell me if he barked and bought her a plant and a bottle of wine for her trouble. He never did, apparently.
If they're in, shouting "shut that fucking dog up" out the window might embarrass them into action. Worked for someone round here.

Someone in the row of terraces that back onto our garages has got a new dog, its been barking without pause since 9am, it's half two now and it's showing no signs of stopping.
This isn't normal, right?
