Super interesting, but I can't quite work out if this is simply in regard to the repeal of EU laws rather than the EU itself. I think the former.
i.e., the UK can withdraw, but the application of EU laws - to repel them - would require an act (or acts) of the Scottish parliament.
This would, again, I think, only apply in Scotland on areas which devolved Scotland has power over.
