Can I use 29er wheels? Do they come with 10mm axels?
29ers are just 700 rims built to take tyres of a higher profile.
Try a mock setup with regular wheels and see how much clearance there is.
That said I'm pretty sure you could clear up to 700 x 38 easy since it's a CX frame.
