Both have wind/waterproof panels on the front - the DW's are a slightly heavier fabric than the PT's, the PT's benefit from higher stretch, easier range of movement, and optimal breathability if you're generating a lot of heat. I'm based in London, and the DW's come out on the coldest days, the PT's are great the rest of time it's cold and windchill is a factor. Not surprised you were cold today in regular tights, bit nippy out!
I think that was my downfall today.. Old Rapha winter tights without the DWR! It was my knees that were cold... I love my PT bibs and therefore are tempted by the winter versions but don't want to be caught short on a day like today!
