Yeah, just the pads moving a bit. If you want to double check it's not your headset then hold your headset as you do it or turn the front wheel 90 degrees, or both.

Definitely the pads. I can visible see them rock forward and backward with the wheel. Only talking 1-2 mm either way but wasn't sure if it was how I set them up or normal. Thanks! Now to ride it!

This is normal.

When you're in motion, the pads don't move back and forth, it's only when you're stationary and decided to rock the bike back and forth.
