The forks on your frame look different to the originals in the last set of pics. They look similar to the later EL Performance which I believe were produced after Rossin sold out??
Anyway as far as I can see no early forks had the curved section clamps but had 2 part clamps .
However for my two pennyworth I'd say your forks would not possibly have needed filler as you say because they would have been brazed -yours look distinctly welded to me and that is about as likely a Rossin technique as six inch nails.
