Looks like a frankenbike. Maybe it's DIY.
Reasons why it's not a trackbike:
"dropouts" = el cheapo
lids for cables = 'cause we all have to break on the track... yeah right
drill(s) = just no
seatpost pint = holy shit what's wrong with that thing?
strange lugs = why different lugs on the bb?
all in all. it's not panasonic & not a trackbike. it's something strange. hope you picked this up for free!
