Of course there is, it's the Rapha cafe. Why don't we go there? Because it's a bit 'meh'.
So in principle the idea is sound - there's probably the demand - the devil is in the execution.
Questions I'd ask myself, if I were you, and assuming you don't already work in hospitality:
can I cope with / enjoy the demands & quirks of hospitality work
is there the market to make it work?
what do I bring that can make it work?
On the last point, if you are already well connected in the cycling world down that way you should have a feel for whether there are groups of cyclists who are looking for their post-ride cafe stop, or just somewhere to hang, and are willing to change existing habits because you are offering something better.
