from being road-side the other day during 'rush hour', wondered whether a London Borough could possibly levy a 'pollution tax' on vehicles passing through its boundary during such times when they are likely to be queuing for long enough to be polluting the air of that borough more than at more free-flowing times;
it would be an incentive for people commuting by car to go electric and reduce the emissions of their vehicle;
