Depends what you want it for really...

I've used the VPN service from disconnect.me and really like it's tracker blocking features. I'm a fan of their collaboration with EFF as well.

mullvad and AirVPN are others I'm considering, both have good privacy credentials, but I prefer the tracker blocking of disconnect's VPN on iOS particularly.

I'm not using disconnect at the moment because their recent app update isn't currently supported on the iPad 2 or 3, but they assure me another update's coming soon.

+1 for ExpressVPN, bought a 1 month subscription last year while working in the middle east, ended up signing up for the yearly subscription, now in to my second year, well worth it IMO and subscription covers two devices.
